obcarr.org is a privately owned, non-government website that helps U.S. residents explore Affordable Care Act (ACA) health insurance plan options. We are not affiliated with the U.S. federal government, the Department of Health and Human Services, or HealthCare.gov.
Our service connects individuals with licensed health insurance agents who can explain available marketplace plans. The service is free to users — agents are compensated separately through insurance carrier commissions or pay-per-call arrangements.

These Terms shall be governed by and construed in accordance with the laws of the State of Florida, United States, without regard to its conflict of law provisions. Any disputes arising under these Terms shall be resolved in the courts of competent jurisdiction in Florida.
The Site is operated as a third-party marketing affiliate. The operator of this Site is not a licensed insurance producer, insurance carrier, law firm, tax advisor, or government agency, and does not provide insurance advice, sell insurance policies, bind coverage, issue quotes, or process enrollments directly.
All substantive enrollment activities — including plan selection, quoting, binding of coverage, issuance of identification materials, and post-enrollment servicing — are performed exclusively by licensed insurance producers who hold valid state Accident & Health producer licenses and who receive consumer inquiries generated through the Site.

This Site earns compensation on a per-qualified-call basis from licensed parties who receive the consumer inquiries generated. Services provided to the consumer through this Site are free of charge. No payment, premium, deposit, application fee, or financial instrument is collected by this Site from the consumer under any circumstance.
By using this Site you acknowledge and agree that (i) no agency, fiduciary, licensed-advisor, or producer-client relationship is formed between you and the Site operator; (ii) informational content on the Site is general in nature, not tailored advice, and must not be relied upon in place of consultation with a licensed insurance producer; (iii) eligibility for subsidies and specific plan details are determined solely by HealthCare.gov, state-based Marketplaces, and the licensed producers who assist with enrollment.
Consistent with the Telephone Consumer Protection Act (TCPA) and supplementing the consent described in Section 3 above, the operator and its licensed lead-receiving partners retain records of consumer consent (including the submission timestamp, IP address, form version, and exact consent language displayed) for a minimum of five (5) years after collection.
Consumers may revoke consent and opt out of further contact at any time by (i) replying STOP to any SMS message received, (ii) requesting removal verbally during a telephone call, or (iii) contacting us using the information in Section 14 below. Opt-out requests are honored within the timeframes required by applicable law.
We reserve the right to modify these Terms at any time. Updated terms will be posted on this page with a revised effective date. Continued use of the Site after any changes constitutes your acceptance of the new Terms.
